THE MACTAN-Cebu International Airport Authority (MCIAA) underscored the urgency of building a second runway as the bill containing the proposal await action from the Senate. “We do not have the luxury of time to wait,” MCIAA Assistant General Manager Glenn B. Napuli said, noting the continued growth in flights and passenger traffic. The House of Representatives’ Bill 149 containing the proposal, has been approved on final reading and was transmitted to the Senate last May 21. Cebu City 1st District Rep. Raul V. del Mar, author of the bill, said he is hoping that the Senate will also give its greenlight before the 17th Congress adjourns on June 7. “Our target is to finish the second runway within two years,” said Mr. Napuli, with a target start of construction by the first quarter of 2020. Mr. Del Mar said studies indicate that current runway capacity at MCIA may only be sufficient until 2024. “With due consideration for the pre-investment and pre-construction activities necessary in government projects such as this, it is very important and prudent to already establish its necessity and project development process right now,” the congressman said. The planned 3.3-kilometer second runway is estimated to cost P2.5 billion. — The Freeman
